Coping with Cuts to Disability Services by Claudia Wood


In October 2010, Demos published Destination Unknown, exploring the impact of the welfare benefit cuts announced in the Spending Review on disabled people. Our analysis of DWP caseloads revealed that, overall, the 3.5 million disabled people currently claiming disability-related benefits would lose about £9.2 billion of financial support by 2015 as a result of the Government’s announced changes.

But after publishing this report, we realised we knew little of what was going on ‘on the ground’ with local services. Disabled people are disproportionately reliant both on welfare benefits and public services – so we were only looking at one half of the coin when it came to the impact on disabled people of the government’s reforms. Because the fact was, in the very same Spending Review that saw such radical reforms to benefits, the government also announced budgetary cuts to local authorities that were truly game changing. A 28 per cent cut over a four year period. Councils were facing tough decisions – sacrifices had to be made, and many were placed in the unenviable position of choosing between refuse collection and library maintenance, play groups and elderly care.

Coping with the Cuts, has therefore attempted to throw light on how the government cuts to local authority budgets are affecting disabled people’s services across the country. We undertook the ambitious task of collating a range of data regarding front line care and support services from every local authority in England and Wales, sending out hundreds of FOI requests to gather the necessary information.

Once we had this to hand, we realised that there were disparities between the level of budgetary cuts local authorities were making to their social care budgets, and the changes being made to the front line of care and support. Some councils had very large care cuts – up to 22 per cent - but were not raising service user charges, or tightening eligibility criteria. They weren’t closing any services either. On the other hand, some councils were increasing care funding by up to 10 per cent, but reported closures, restrictions in eligibility and large increases in charges for things like meals on wheels and respite.

And it is this disparity which is at the heart of today’s report. We found that when it comes to coping with the cuts, it’s not always how much you have, but what you do with it that counts. We combined this front line information and created a ‘coping score’ to demonstrate this.

The results, published today and presented graphically at http://disability-cuts-map.demos.co.uk/, shows that local authorities are each coping with budgetary constraints in very different ways, and some better than others. By looking beyond how much funding councils had, to how this was affecting their front lines, we were able to avoid the very common criticism levelled at councils with big budget cuts. Some councils wielding large cuts are actually doing well in protecting disabled people's services – this measure acknowledges their hard work.

We were, for the first time, able to compare local authorities based on a set of objective and comparable data and present the information as a national picture. And it is a phenomenally complex picture, one which the government would do well to consider when assessing the impact of its local authority budget cuts.

But the key finding of this report is, perhaps, that there is no ‘magic bullet’ when it comes to coping with the cuts. We report how many local authorities are trying new things – from citizenship-based commissioning, to coproduction with disability user groups, to integrating their health and care systems – to get more for less. Each are at a different stage in the process, some were encountering greater obstacles than others, but it is still early days. Hopefully, local authorities will consider today’s coping score as a baseline – and take it as a challenge to improve and learn from the range of coping strategies already being pioneered across the country.

The information on North Yorkshire suggests:
1). -9.04 per cent budget change to disabled children and families' care and support
2). 0.26 per cent budget change to adult care and support
3). -4.15 per cent budget change to older people's care and support
It states that North Yorkshire has increased the cost of specialist transport by 10 per cent and is no longer offering community meals services. We are rated as 'OK'

I have to query the data and the suppositions in your methodology. Some statements are plainly untrue... e.g. we are seeing an increase in the uptake of meals through our social enterprise models with WRVS and Age Concern in North Yorkshire. The fact that we have organised things differently and we are being more efficient does not then mean a reduction in front line services.
Likewise you rightly use the word 'change' when you refer to % in adult social care. However we are offering more people support and with a wider transformed range of services. Your headline 'Coping with Cuts' gives little credit to the successful efforts of Local Government to modernise and transform thus achieving greater efficiencies while producing better outcomes for people.

PS we continue to offer services at all levels of the FACs criteria.

Seamus - we based our analysis on FOI responses from individual councils. All information we used came directly from them.

North Yorkshire told us "Meals on wheels - No longer provided. Number of people who accessed the service: 1,051". The FOI request allowed councils to give us additional information, but the response gave us no further details on this particular issue.

However - and more importantly - whilst closures and cessations of services was mentioned as "additional information" on the Disability Cuts website, closures are NOT included in the calculation of the council's coping score. We explain this on the website here http://disability-cuts-map.modernactivity.co.uk/how-we-made-the-coping-index/ and in the full report. We did not include closures and cessations for the very reason you imply here - it is too subjective an issue, and we are not in a position to judge whether the end of a service is done for a "good" or "bad" reason.

Therefore, the end (or not) of community meals in North Yorkshire does not affect North Yorkshire's score at all.

The increases in user charges in North Yorkshire in hourly home care, transport, day centre meals and older people's respite charges are taken into account, and DOES affect North Yorkshire's score.

However, the fact that eligibility criteria is (again according to the FOI response) "moderate, with the aim of meeting lower need where the risk to independence may be significant" counts in North Yorkshire's favour, as does the fact it does not apply an efficiency saving on personal budget allocations. Hence the overall placing of 67 out of 152 - above average.

Hope this clarifies. I would also suggest you read the full report, which very much focuses on the innovations of some councils in the list (not just the top copers) and distils some key things they have in common that other authorities could take on board.

De que modo os museus e os centros culturais estão a lidar com as exigências e as necessidades dos seus públicos? A emancipação dos públicos é verdadeiramente promovida ou é sobre a falta dela que se constrói a mediação cultural na actualidade? Que grau de partilha e de participação é solicitado aos públicos dos museus? É a interpretação do público uma forma de completar o objecto artístico? E onde começa a prática artística com comunidades e termina a mediação cultural? É o mediador cultural um agente isento e transparente ou a sua presença condiciona a interpretação dos objectos? Partilha com os seus públicos dúvidas honestas ou, na maior parte das vezes, já tem as respostas?

Sem deixar de indagar mas sem respostas à vista, convidámos artistas, filósofos, críticos e profissionais de museus de diferentes países para, em conjunto com o público, reflectirem sobre a importância e a validade da mediação cultural nos espaços museológicos da actualidade. Para mote de discussão de cada dia elegemos os conceitos de equipa, ética e erro.

Às equipas nos museus devemos o reconhecimento de serem a alma comunicante da maior parte das instituições. À ética devemos a reflexão constante sobre as formas de captação e comunicação com os públicos. Ao erro devemos o privilégio da aprendizagem e do crescimento constantes.

E porque acreditamos na riqueza da comunicação sem rede, optámos por correr o risco de apresentar três dias preenchidos com debates abertos ao público, mesas redondas com um só porta-voz, speed meetings e workshops orientados por artistas.

How do museums deal with their audiences’ needs? How much are they called upon to participate and share? Where does artistic practice with communities begin and where does cultural mediation end? Are cultural mediators impartial agents or does their presence affect the interpretation of the objects? We have invited artists, philosophers, art critics and museum professionals to discuss for three days (in debates, round table discussions, speed meetings and workshops) on the importance of cultural mediation in present-day museums.

Colóquio “(More) Accessible Museums”


O ICOM Belgium organiza nos dias 24 e 25 de Novembro a conferência (More) Acessible Museums:

The accessibility of museums to disabled people has become a recurring subject among professionals in recent years. Whether it has something to do with the accessibility to buildings or the content itself of an exhibition or a permanent room, questions are numerous. How can an exhibition be made understandable for people with bad vision? What are the expectations of the disabled audience? How can accessibility and architectural restrictions of buildings be united? How can things be vulgarised without becoming superficial? How can interesting tools be offered to mentally disabled people? How can a strict budgetary policy be combined with arrangements specifically developed for a minority audience?

Due to these questions from the museum world and from representatives of disabled people, the national Belgian committee of the ICOM will organize a colloquium for exchanging experiences in Europe in this matter on November 24 and 25 2011.

Contextualização

A imagem da deficiência na sociedade esteve muito tempo associada a uma conotação negativa, estigmatizada, onde a deficiência da pessoa era representada como a sua única característica e onde outros aspectos individuais como as emoções, os atributos intelectuais, o género, a religião, as competências e potencialidades eram muitas vezes desprezadas e ignoradas.

Os meios de comunicação social têm particulares responsabilidades na formação das mentalidades e dos comportamentos sociais, designadamente no que diz respeito aos conteúdos e imagens que veiculam sobre as pessoas com deficiência.

Não descurando a atenção e o contributo que alguns profissionais da comunicação social já dão às questões relacionadas com a deficiência, regra geral os media não prestam a devida atenção às pessoas com deficiência. A presença destas nos media é frequentemente esquecida ou praticamente invisível.

Todavia, os media podem e devem desempenhar um papel activo, relevante e determinante no tratamento não discriminatório de qualquer cidadão, e, por maioria de razão, dos cidadãos com necessidades especiais, devendo contribuir para superar os estereótipos, os preconceitos e o medo em relação ao que é “diferente”, contribuindo para a promoção dos direitos das pessoas com deficiência e para a sua efectiva integração na sociedade.

Por outro lado, há ainda um longo caminho a percorrer no que respeita à acessibilidade das pessoas com deficiência aos media, tornando-se necessário sensibilizar as empresas, órgãos e profisssionais do sector, incluindo os media online, para a disponibilização e transmissão dos seus conteúdos com os requisitos e funcionalidades técnicas necessários à sua acessibilidade por parte das pessoas com deficiência.

Atendendo ao papel fulcral que os media podem desempenhar na integração social das pessoas com deficiência, o GMCS, a Universidade Lusófona e o Grupo de Reflexão sobre "Media e Deficiência" vão organizar o Colóquio "Media e Deficiência", que terá lugar no Auditório Agostinho da Silva, da Universidade Lusófona, em Lisboa, no próximo dia 28 de Setembro. Dois temas principais estarão em análise e debate neste Colóquio:
•1. As acessibilidades aos media;
•2. A imagem das pessoas com deficiência nos media.

Cada um dos temas será abordado, em profundidade, por um perito de reconhecida competência, nacional e internacional, neste domínio, seguindo-se depois um painel constituído por conferencistas com actividade desenvolvida sobre o tema e no final um debate que se quer o mais participado e amplo possível por parte da assistência.

Oradores: Peter Looms e Josélia Neves.

Peter Looms é dinamarquês. Perito e consultor internacional em acessibilidade audiovisual, tem dedicado, nos últimos anos, a sua atenção à acessibilidade da televisão por parte das pessoas com deficiência. É actualmente presidente do "Focus Group sobre Acessibilidade dos Meios Audiovisuais" da União Internacional das Telecomunicações. Colabora com o grupo de investigação da Universidade Lusófona sobre a acessibilidade das pessoas com deficiência à televisão digital. É professor convidado da Universidade Técnica da Dinamarca e professor convidado da Universidade de Hong Kong e de outras universidades da Europa e da Ásia nas áreas dos media digitais e da acessibilidade aos media. Participou na criação do consórcio DTV4ALL (Digital Television for All) que apoiou a Comissão Europeia na promoção da info-inclusão e da televisão na Europa.

Josélia Neves tem um doutoramento em Estudos de Tradução, com uma tese sobre Tradução Audiovisual: Legendagem para Surdos, pela Universidade de Surrey Roehampton, em Londres; e um pós-doutoramento sobre Comunicação Inclusiva em Contexto Museológico, realizado no Imperial College London. É professora Adjunta no Instituto Politécnico de Leiria; tendo também, ao longo dos últimos anos, leccionado como professora convidada na Universidade de Coimbra, no âmbito dos Cursos de Mestrado e de Doutoramento em Estudos de Tradução e em vários cursos de Mestrado e de Doutoramento em outras Universidades nacionais e estrangeiras. Pertence ao grupo de investigação internacional TransMedia que agrega investigadores de Espanha, Bélgica, Alemanha, Reino Unido e Portugal, desempenhando um papel activo no debate das políticas de acesso à comunicação social em contexto europeu e nacional. Desde 2000 tem vindo a desenvolver projectos na área da comunicação acessível para públicos com necessidades especiais numa perspectiva inclusiva, eliminando barreiras e promovendo soluções "para todos".

The National Arts and Disability Strategy highlights the need to act now to ensure that people with disabilities have access to fulfil their entitlement of a culturally expressive life. Emma Bennison discusses the need for a fundamental cultural shift if the strategy is going to be fully realised….

When the Cultural Ministers Council endorsed a National Arts and Disability Strategy (NADS) in 2009, it was met with a sense of optimism by the arts and disability sector. While there were concerns at the lack of funding to support its implementation and the absence of measurable targets, there was general agreement that this was a landmark first step toward genuine inclusion for people with disability in all aspects of arts and culture. This was the first time a Federal Government had developed an arts and disability policy to be implemented in collaboration with State, Territory and Local Governments.

Since then, two hundred and twenty nine projects around increasing access to arts and culture have been cited in the NADS update report. Given the lack of targets within the strategy, it is impossible to determine how this compares with previous years and whether the NADS has been the driver, or whether progress would have been made regardless. It is also too early to say how successful cross-Government collaborations will be in leveraging additional funding and support for the focus areas within the strategy.

Despite the challenges which remain in terms of the collaboration still required from Governments at all levels to implement the NADS, it has not necessarily been a missed opportunity. History will judge its success on whether people with disability enjoy full and equal access to arts and culture at all levels. Arts Access Australia (AAA) estimates that $24 million will be required in order to fully implement the NADS. The Office for the Arts has recently provided $500 000 in new funding to AAA for implementation of various aspects of the NADS and AAA is partnering with the Australia Council to deliver Cultivate, a funding program to support professional development. An excellent start, but more needs to be done.

But as is the case in the broader disability sector, the major barrier to full and equal access remains attitudinal and this is equally in need of attention if the NADS is to leave a lasting legacy. This is not to discount the numerous examples of inclusive arts practice already evident across the country. But in order for systemic change to occur, there needs to be a fundamental cultural shift which even the most effective strategy will not deliver by itself.

It has long been my view that the most successful way to influence community attitudes and Government policy is to ensure that people with disability are empowered to have a voice at all levels regarding decisions which affect them. This is why access to education and training are critical, as is the employment of people with disability at all levels across the arts and cultural sector. Considering that the arts is generally viewed as an innovative sector which embraces diversity, this is an opportunity for the sector to take the lead in an area which needs urgent attention, not tokenism, but real career pathways and real jobs for people with real skills and talents.

The NADS has laid the policy foundations for removing barriers to arts and cultural participation for people with disability. Governments are taking some strong initial steps in the right direction. The missed opportunity is the enabling of a rich, (perhaps at times dissonant) but ongoing dialogue with people with disability across the sector every day, not only when it’s time to build the accessible website or the new ramp, (though of course these are important and valued initiatives.) What’s needed is an arts and cultural narrative where disability is part of the story, not a separate book to be dusted off every so often. Only then will the real opportunity created by the NADS be realised.

Considerando a importância e a actualidade da Convenção das Nações Unidas sobre os Direitos das Pessoas com Deficiência, ratificada pela União Europeia, e a área de actuação da ANACED, esta associação lança um Concurso para a criação de um Cartaz em Suporte Digital que deverá ilustrar os direitos enunciados nos pontos 1, 2 e 3 do Artigo 30.º da mesma Convenção.

Neste sentido, a ANACED desafia todos os interessados a apresentarem propostas sobre o tema referido, até ao dia 30 de Setembro de 2011.

O vencedor receberá um prémio em dinheiro e verá o seu trabalho ser amplamente divulgado na Internet, de forma a fazer chegar a mensagem do Cartaz ao maior número possível de pessoas.

Este 6º seminário anual vai centrar-se no Design Inclusivo de exposições. A maior parte dos museus apresenta as suas exposições em que é proibido tocar e onde o culto do sentido da visão tem a supremacia. Muitas pessoas ficam sem poder ter acesso ao património material e imaterial e não podem por isso, tirar partido da Arte e da Ciência.
Assim, surgem pontualmente museus que permitem que se toque nalgumas obras originais da reserva, ou, fazem réplicas e/ou adaptações das mesmas na exposição ou numa sala a parte. Ainda são raros os museus que concebem exposições de uma forma multi-sensorial. Com este seminário teremos oportunidade de reflectir e de conhecer alguns exemplos que nos despertem para uma realidade necessária: a de criar exposições para quem não vê, não ouve e não percebe!
O presente seminário conta com a experiência de vários especialistas de acessibilidade quer nacionais quer estrangeiros e práticas de museus de referência, bem como uma mesa redonda com várias empresas que produzem exposições para os museus.
A importância de pensarmos em vários formatos (visuais/tácteis/auditivos) certamente enriquecerá os nossos espaços, os profissionais que neles trabalham e o público que os frequenta. Em suma, este será o propósito da edição do Seminário de 2011.

VI Encontro de Museus de Países e Comunidades de Língua Portuguesa




O VI Encontro de Museus de Países e Comunidades de Língua Portuguesa vai realizar-se nos dias 26 e 27 de Setembro, no Museu do Oriente.

Após uma década de interregno vão ser retomados, em Lisboa, os encontros dos museus do Mundo Lusófono, numa iniciativa da Comissão Nacional Portuguesa do Conselho Internacional dos Museus (ICOM). Estarão presentes especialistas de todos os países da CPLP e de diversas comunidades lusófonas, provenientes de todo o Mundo, num total de cerca de duas centenas de participantes.

O Encontro é promovido pela Comissão Nacional Portuguesa do ICOM (ICOM Portugal), com o apoio do ICOM Brasil e a parceria da Comunidade dos Países de Língua Portuguesa (CPLP), da União das Cidades e Capitais de Língua Portuguesa (UCCLA) e da Fundação Oriente (FO).

O programa científico incluirá a apresentação de sínteses nacionais sobre o estado dos museus em todos os países da CPLP, para além dos três painéis temáticos – Museus e Desenvolvimento: parcerias e projectos de cooperação; Museus e Sustentabilidade; Profissionais e sua formação. O primeiro dia do Encontro contará com as palestras de duas personalidades: o brasileiro Ulpiano Toledo Bezerra de Meneses, Professor Emérito da Faculdade de Filosofia, Letras e Ciências Humanas da Universidade de São Paulo, e o francês Hugues de Varine, antigo Presidente do ICOM França e do ICOM Internacional.

Durante o Encontro terá também lugar a 1ª Reunião das Comissões Nacionais do ICOM nos países da CPLP onde estas estruturas associativas já existem (Angola, Brasil e Portugal). Em colaboração com a Universidade Lusófona de Humanidades e Tecnologia, será ainda lançado um volume de bibliografia museológica em língua portuguesa (recolhas até aos anos de 1980), organizado por Natália Correia Guedes. Outras iniciativas complementares darão conta de projectos e experiências em torno da lusofonia.

Os museus interessados poderão entregar na sede da Rede Portuguesa de Museus folhetos de divulgação ou outros materiais para serem distribuídos durante o Encontro.
